Richard Liu | Regional Director, East and Southeast Asia
Richard is an international executive and urban planner with 20 years of experience in China, the US and Europe. Richard brings a deep knowledge of transport to ITDP, having worked with ITDP since 2013 in his former role at the Oak Foundation. In that role, he developed, monitored, and provided strategic direction for a grant making pipeline and portfolio on climate mitigation in developing nations. Previously, he was a specialist with the Natural Resources Defense Council in Beijing, and a principal consultant to the American Planning Association. Richard got his start working as a planner with government agencies in Florida and Texas. He holds a bachelor of architecture from Tianjin University in China and a master of urban planning from the State University of New York.
Zhu Xianyuan | Vice Country Director, TOD and BRT Program
After graduating with a Masters in Transportation Engineering from Shandong University, Zhu Xianyuan worked in the Transportation Research Center of Shandong University, where she mainly focused on BRT systems and non-motorized transportation. She participated in many projects, including Jinan’s BRT System Evaluation, Sustainable Urban Planning, Jinan Pedestrian and Bicycle System Analysis and Optimization, and a Blueprint for Sustainability. She was also a traffic engineering teacher at Shandong University. Her work for ITDP focuses on BRT modeling, aspects of road design improvements in Lanzhou, BRT impact analysis, and research into transportation demand management policies.
Liu Shaokun | Vice Country Director, Greenways & Parking Program
Shaokun Liu is the Vice Country Director of ITDP-China, he has been promoting sustainable and equitable transportation in China, and was ITDP-China NMT, Greenway, Parking and TDM project team leader. Since 2009 He has been working on urban and sustainable transportation projects in several China cities. He has been worked as a consultant to Asian Development Bank and World Bank on many sustainable transportation projects in China, Malaysia, Philippines, Laos, Indonesia, Mongolia, etc., and has working on greenway planning & design in several cities in worldwide. He knows the challenges and opportunities for Greenway developing in China and South East Asia cities very well，and wrote the book “Urban Greenway System Optimum Design”.
Bi Lei | Office Manager
Bi Lei joined ITDP-China after graduating from Tianjin University of Technology and Education, initially as an office assistant and currently as the office manager. She has worked previously as an office assistant and translator in the Guangzhou Construction Engineering Supervision Co., Ltd. and as an English teacher in the Guangdong Foreign Language University.
Li Wei | Senior Engineer, BRT & NMT Program
Li Wei is a traffic and transportation senior engineer. She has worked mostly on Bus Rapid Transit (BRT) and non-motorized transport (NMT) since graduating from the South China University of Technology at 2005. As well as working for ITDP, she has worked as a consultant to Asian Development Bank, World Bank and UN-Habitat funded urban transport projects in China, Egypt and Asian cities. She was part of ITDP’s team working on the sustainable transport projects in Guangzhou, Yichang, Lanzhou, Tianjin, Ulaanbaatar, Kuala Lumpur & Johor Bahru, Jakarta & Medan, Vientiane, Manila, and Cairo.
Deng Han | Senior Transportation Engineer
Deng Han is a senior transportation engineer of ITDP China and a consultant of the Asian Development Bank and the World Bank who focuses on Street Design, Non-motorized Traffic and Bike Sharing. He has worked intensively on the sustainable transportation projects in Guangzhou, Beijing, Tianjin, Manila, Jakarta, Melaka, Peshawar, Guiyang, etc., and several research reports and planning guidelines, such as Access for All-Guidance Note on Inclusive Street Design for Asia and the Pacific and China NMT Bluepaper. He also engages in researches of Dockless Bike Sharing and Bicycle Superhighway, relevant research findings were published in ITDP official website, Chinadialogue, Financial Times, etc. He holds a master of Transportation Planning and Management from Beijing Jiaotong University and a bachelor of Traffic Engineering from Sun Yat-sen University.
Lin Xi | Senior Transportation Engineer
Major in traffic engineering, Lin Xi graduated from Southwest Jiaotong University with a master’s degree. She has worked for ITDP since 2014 as a transportation and urban development program engineer focusing on BRT and NMT programs. She has deeply participated in many BRT projects in cities such as Cairo, Manila, Peshawar, Lippo, Jinan, Nanning, Hotian, Dandong and Guangzhou, mainly focus on the work of data analysis, modeling, planning and design and BRT impact analysis. She managed the Guangzhou bike super highway project, finished the design work of the Guangzhou NMT demonstration project of Yanjiang Road and participated in the work of the NMT Bluepaper. She also deeply studied the e-bike and in charge of the operation of the BRT database.
Zhu Jinglu | Senior Urban Planner
With a master of Urban Design and Planning in University of Sheffield (UK) and a bachelor of Urban Planning in Guangdong University of Technology, Jinglu has worked as an Urban Planner in ITDP-China since 2015, and she has completed numerous urban planning and sustainable transportation planning projects in Guangzhou, Yichang, Jinan, Nanning, Tianjin, Changsha, Dongguan, Shenzhen, Hotian, Manila, Melaka, Jakarta. Meanwhile, she has cooperated with national and international organizations and experts in writing, translating and promoting research reports and planning guidelines, including TOD Standard, Changsha CFC School Planning and Design Guideline, Open Community Planning and Design. With participation in several forums on transportation and urban development, she has deep survey and research experience on urban design & planning and non-motorized transit in China and Asian cities.
Chen Yujun | Accounting and Communications Assistant
Chen Yujun worked as an accountant and communications assistant, she graduated in accounting from Guangzhou City Polytechnic University. She worked previously as an accountant in the Hong Kong Miramar Travel (Guangzhou Branch) Co., Ltd. And worked as an accounting assistant in Guangzhou Weihua Aviation Agency Co., Ltd.
Huang Benjun | Transportation & Urban Development Program Engineer
After graduating with a Masters in Transportation Engineering from Kyushu University, Huang Benjun worked for ITDP-China since 2016, focusing on Parking Planning, BRT modeling and Big Data of traffic, participated in several ADB projects, including Peshawar city BRT planning in Pakistan, Ji'nan parking project etc.
Huang Runjie | NMT & Urban Development Program Engineer
Runjie earned his Master of Science degree in Urban Planning and Management from the Faculty of Geo-Information Science and Earth Observation (ITC), University of Twente, in the Netherlands. His graduate thesis “Measuring Transit-Oriented Development Network Synergy Based on Node Typology” was submitted to the World Symposium on Transport and Land Use Research (WSTLUR) 2017 and was selected for presentation, afterward, the paper was published in Journal of Transport and Land Use. Runjie is a bike enthusiast, and he is putting effort to promote developments of cycling lane systems in cities of China.
Li Shanshan | Vice Country Director, Urban Planning and Sustainable Transportation
Shanshan Li is the Vice Country Director of ITDP-China. She joined ITDP since 2009 with a master degree on Transportation Engineering, and currently she is leading ITDP Beijing office. She has been working on urban planning and sustainable transportation projects, and accumulated a lot of experience and knowledge on planning, design, and implementation of BRT, NMT and TOD projects. She has been worked as a consultant to Asian Development Bank and World Bank on many sustainable transportation projects in China and Asian cities. She worked as a project manager on Yichang BRT and NMT planning, design, implementation and operation project (Yichang BRT system opened at July, 2015, and won 2016 Sustainable Transportation Award), and she worked intensively on the sustainable transportation projects in Guangzhou, Lanzhou, Vientiane, Tianjin, Kuala Lumpur, Manila, Jakarta, Johor Bahru, and etc.
Meng Qingkun | Transportation Engineering
Meng Qingkun is graduating from Dalian University of Technology with a master's degree in Transportation Information Engineering and Control and a double degree of English. During his postgraduate life, he was the outstanding graduate in Dalian and was awarded the National Scholarship. He is passionate about micro traffic management、BRT and signal control. Besides, he is skilled in playing the flute、piano and so on. He like enrich spare time by reading and music.
